Senate Democrats Block GOP Bill to Pay Federal Workers During Shutdown

Washington, D.C. | November 10, 2025 —

The U.S. Senate descended into another political standoff on Monday as Senate Democrats blocked a Republican-backed bill that aimed to temporarily pay federal workers during the ongoing government shutdown.

The GOP proposal, introduced by Senator John Thune (R–S.D.), sought to ensure that federal employees, including military personnel and law enforcement, would continue receiving paychecks while Congress worked to resolve the broader budget impasse.

However, Democrats argued that the bill was a “political distraction” that failed to address the root cause of the shutdown — the lack of a full government funding agreement.

> “We cannot keep passing short-term patches that leave government agencies in chaos,” said Senate Majority Leader Chuck Schumer (D–N.Y.). “The solution is reopening the government — not temporary pay fixes.”

Republicans countered that Democrats were “holding workers hostage” by refusing to support the bill. Senator Mitch McConnell (R–Ky.) said,

> “Federal employees should not be punished for Washington’s dysfunction. This bill is about fairness, not politics.”

The vote fell short of the 60 votes needed to advance, effectively stalling the measure. The shutdown, now in its second week, has left thousands of federal workers without pay and disrupted essential services across the country.

Negotiations between the White House and congressional leaders are expected to continue through the week, but both sides remain deeply divided over spending priorities and border security funding.
